Gameplay
The game I'm looking for allows the player to control a large floating rock with all kinds of weapons built upon it and battle against another such rock which is AI-controlled. After destroying part of said other rock, the debris would float to your own rock, attracted by some kind of gravity-like force, and allow you to expand your rock and put even more weapons on it. After destroying an enemy, the game would switch to some kind of building mode, in which your rock was divided in hexagons. Two things you could build that I remember are a catapult and a thruster:
After you finished building, you could fight against another (stronger) enemy.
Graphics and controls
The view was top-down, the graphics were probably (pseudo-)3D, and the rock had a black color, perhaps with a bit of red. You could shoot all your weapons at once with a click on the left mouse button, aim was controlled by the mouse pointer, and I think you moved the floating rock around with the keyboard.
Other memories
I remember playing this game in my youth on our Windows 95/98 PC, probably somewhere between 1998 and 2000. The game name might start with an "s" or "p", but I'm not sure. My brother said it came on a cd together with a flight combat simulation game.
I hope the details provided aren't too vague, but I fear this is all the information I can summon from my memory. Anyway, I'd be delighted if you could help me in the right direction, playing games from my childhood gives me a lot of joy :). I've already browsed Mobygames, though not exhaustively, and Classic Gaming Network, and I've searched for it on Google until my eyes hurt.

This sounds like Stratosphere: Conquest of the Skies. It allowed you to switch between top down view and a birds eye view.
