When does the Steam Christmas Sale take place?

Like many others stores, Steam is offering significant discounts annually during Christmas. On what days of the year does this sale usually take place? I'm looking for answers such as "December 25-29", not something specific to any year.

Of course information about future sales is speculative in nature, I'm mainly hoping that people remember when these sales took place in previous years and will base their answer on that.

Steam Treasure Hunt ends on 20th December. Due to the fact that it is mandatory login on the 20th December to participate to the prize lottery, many people assumes that Steam will present the Holiday/Christmas Sales exactly on that day.

Last year sales window was between 22nd December 2009 and 3rd January 2010.

In addition Oddworld Inhabitants announced that the Oddboxx pack will be released on 20th December and they confirmed their participation to Steam Holiday Sale (1)

For people interested in indie sales, it seems that someone, digging Steam registries, has discovered the probable Indie Packs (2)

How to buy Skyrim in a country where Steam version is not avaliable and there is no retail?

I'm from Tbilisi, Georgia, and steam says that game is not available for my country. There are no "official" shops here to buy retail. On the nearest Russian online shops I see a notice stating that license is for Russia and countries of the CIS (Georgia is not among them from 2008). So what are my options? How can I get a licensed version of this long awaited game?

You can get gifted a copy by someone somewhere else over Steam.

You can buy it from somewhere like Amazon.

The game is Steamworks, so it requires Steam to be run on PC. It isn't available to BUY in Georgia perhaps, but it will run (source: I traded countless Russians GTA Complete when it was on sale since it was not available in Russia)
