Ever since the weekly drop limits went into place, I only get a few items a week. What is the exact time each week the drop count resets?

According to the official TF2 wiki:
The system resets each player's item drop count around each Thursday, depending on your time zone.
So there may not be a single, precise time for everyone. Not everything published in the official tf2 wiki is in itself official, though.
Additionally there's an extensive discussion with cool graphs over at tf2stats.net, which might be of interest to you. But again, their only conclusion regarding the reset time is "it's definitely sometime on Thursdays... maybe".
