Do cards come back?

In Fallen London, can discarded cards come back later or are lost forever?

And what about cards which you tried and failed?

Answer

Discarded cards do come back. Of course only if you still fulfill their requirements. Same goes for failed cards. But with them it might happen that you lose a requirement due to the failure.
