What are the differences between Civiliazation V and Civilization V: Game of the Year Edition?

I am looking to purchase Civ. V finally, and I see two different ones on steam.

• Civ. V
• Civ. V GOTY

What are the differences between them? Does Civ. V GOTY include an expansion pack or DLC?

There is $20.00 difference and I am wondering if it is worth it. (IMO GOTY editions are worth it)
