futuristic “racing” in city

Question

Sorry in advance for the lack of details on this one. I'm looking for a game set up in a futuristic city. I think you drive a futuristic police car (or it can be a bad guy's car escaping the police) that can fly between skyscrapers of a huge city (a little like the movie The 5th Element) There are elements of racing, but it's not a racing game in itself. I can only remember the general atmosphere and lighting is filled with blue neons

I can also remember that I got the demo from a CD that had the Descent3 demo on it as well (from a magazine), so I would assume both games came out on the same year... (or at least not later than June 1999)

The game is played on a PC.
