Are Spectre or Veteran packs more cost effective?

I've seen the list of items in the packs.

What I want to know is that, if I want to build up my inventory of characters, weapons, and upgrades, which of the packs is more cost effective?

I want to get a good mix of useful items, instead of one or two good things or a bunch of useless items.

If you are going for all of the items, Veteran packs become far less useful if you have all of the uncommon items because the Veteran packs do not start defaulting to rare items (as stated in Juan Manuel's answer). But let's do some math to figure out if it is worth it before than.

• 3 Veteran Packs = 1 Spectre Pack
• Guaranteed: 3 Uncommon or 1 rare.

Since there is 5 items in a pack, and one of them is guaranteed to be of a certain value minimum, you are rolling on 4 with a separate type of roll on the fifth. These values are not real, they are just guesses and are more used to illustrate the point. If we assume:

• Veteran Pack Single Slot Chances:
  • 10% chance to uncommon
  • 3% chance to rare
  • .5% chance to ultra-rare (these are only weapons so it should be really low)
• Spectre Pack Single Slot Chances:
  • 20% chance to uncommon
  • 6% chance to rare
  • 1% chance to ultra-rare

With Veteran packs, if these numbers were real you would have a 12 (4 slots * 3 packs) times chance for any of these. With a Spectre, you will have 4 slots with these percentages.

In 12 Veteran pack slots you would have:

• ~82% chance of 1 uncommon or better item
• ~35% chance of 1 rare or better item
• ~6% chance of 1 ultra-rare item (If you are able to even get ultra-rare in this pack, which I do not know)

In 4 Spectre pack slots you would have:

• ~71% chance of 1 uncommon or better item
• ~25% chance of 1 rare or better item
• ~4% chance of 1 ultra-rare item

These numbers are not accurate, but are to illustrate a point. As you can see, even if the chances for each level of item are doubled, it is still more cost effective to (at the beginning) buy more Veteran packs. Once you start to get more items, and uncommons come out of the picture, since you are guaranteed one rare the Spectre pack becomes a lot more valuable (and worth it).
