I'm trying to work out the name of game from the early 90's. I played it for a very short time on my friends computer back in 1992 to 1994. It was what looked like a top down RPG. The introduction of the game showed a desert, with a small town that grew over time. It was like a time lapse of still images. It started with one guy near a campfire, then more people appeared and this small town appeared.
I only played for a few minutes, but when you start the actual game you are in this town and you can walk around chat with other townfolk (hence why I thought it was an RPG). It seemed like it was meant to be modern day or post-apocalyptic. There were modern weapons (as opposed to a fantasy theme).
If anyone can help me work out what this game is I'd really appreciate it.

Could it have been Bad Blood? It was a post-apocalyptic RPG with a top-down view.
The intro cutscene matches the description in the OP. A new town grows in the desert in the aftermath of a nuclear blast. Gameplay then starts in a town.
