Help Identify a vertical scrolling console plane 80s shooter

Question

• A vertical shooter with player controlling a plane. Plane is usually at the bottom of the screen.
• very simple graphics 8bits? Played it in the later 80s. can't remember the console.
• Nearly always Flying over water.
• Hitting the right or left edge would crash the plane
• Ships and Subs are positioned horizontally in the water. They would move suddenly in front of your path and you need to avoid them or crash.
• the plane could run out of fuel. You need to catch fuel pumps to refuel. If out of fuel it would crash.
• fuel pumps would usually appear near ships making it nerve racking to pick them up.
• There would be gates or bridges that block the path with a narrow opening. You need to time and precisely align to go through them.
• As you level up, more ships which are usually static would start moving unexpectedly requiring extreme reflex to navigate.
• You mostly crashed fast and kept trying nevertheless.
