First game to allow editing levels/content (in game)

Question

What was the first game (pc, console, arcade) that allowed the user to edit levels or content?

Pinball Construction Set (1983) seems to be the first of the genre. Anyone identify other precursors?

Lode Runner also shipped with a level editor; as it was also a 1983 release, I'm not sure if it can be determined which came first. I certainly don't remember.

Consoles are likely out of the question: the NES didn't launch until 1985 and cartridges with battery-assisted saves didn't come out at launch. Prior to that, consoles didn't have methods to save games. I'm not sure I'm seen an arcade game that allowed you to create and save content.
