What is this early-90s PC spy game?

I'm trying to remember a game I played on the PC in the early 90s.

It was a spy-based game, and had a top-down perspective. You would break into a building and try and recover something from a safe, while avoiding the enemies who were moving around the building.

I also remember some kind of wire-tapping minigame.

Would love to track it down, I remember really enjoying it.

I'm not at all sure (I've never played the game myself...), but I think this may be Sid Meier's Covert Action.
