Car Game, Similar to GTA Without the Violence

Question

I used to play a game (probably on Windows 98 or ME, I'm not entirely sure) that let you choose a car and drive it around. I don't remember there being an actual point to the game. I think there was some kind of 'training mode' that made you do obstacle courses in the car in a certain amount of time. It was a free roam game. You couldn't get out of your car and you couldn't destroy or kill any-thing/body.

I seem to remember it only having one map too. You would start off in a parking garage I think. I know that the cops would start chasing you if you ran a light, sped, etc. but they could never actually do anything to you. In fact, I believe they would just float through your car (or something like that, you could never get busted, I know that).

I do remember that if you turned right out of the parking garage and went down for a little bit, on your left would be a bridge to some neighborhood or something.

I'm pretty sure you could drive a cop car.

Sorry, it probably describes every car game out there. Ask me any questions you like, I'll try to answer them to the best of my memory.

I MAY HAVE BEEN WRONG ABOUT THE BUSTED THING: Now that I think about it, I believe you only couldn't get busted if you chose the cop car to drive.

Also sounds like the original 'Driver', but the police could definitely nab you in that!
