I remember being on vacation with my family sometime in the late 1980s or early 1990s; on that vacation, we stopped at a hotel that had a small arcade area. I remember watching my brothers play a certain coin-op arcade game that I'm trying to identify. The (admittedly limited) salient characteristics that I remember were:
The visual orientation of the game was top-down, at least for some parts. During the top-down sequence, it showed a city that you could travel around (I don't remember if it was by foot or by car).
Your character was a police officer, who I'm assuming was tasked with fighting crime in some capacity.
One of the locations around the city that you could travel to was a doughnut shop; this rather obvious inside joke is one of the distinct things that I remember about the game.
I admit that this is a pretty thin list of clues; unfortunately, my memory back to that time period isn't that great.

You've got to be talking about A.P.B (All Points Bulletin), the arcade version. Lost A LOT of quarters to that game.
