Trying to identify a 90s shooter arcade game

Question

A friend of mine has been looking for an arcade game for ages. He saw it when he was a child, so at least 12-13 years ago, and he could recall it being located right next to what I could make out to be one of the King of Fighters games, one in which you could actually select a team of three to fight through the game (I believe they started in 1997 with the tag team option?).

I am going to report everything he has said to me in order to clarify it as much as possible!

Basic game concept: 1 vs. 1, they could have been spies, or US soldiers vs. nazis, armed with guns.

Graphics were cartoonish, but movement seemed smooth - and as far as scenarios were concerned, he recalls a slowly sinking submarine with water slowly covering the battlefield, or a gigantic airplane (filled with rooms) that was about to crash, and so every situation was a kind of "timer" to end the stage.

From what he recalls, in the submarine level, you could actually see most rooms, in 2d, and both players were visible and trying to kill one another - when they moved farther apart, the screen would zoom out, and zoom in as they got closer.

The good thing is that you could see the other player, but were too busy planting traps and avoiding his to look at what he was doing. Another thing he recalled about the airplane level was that the plane itself had a tendency to "lean" forwards, so you could have different uses for the rooms, or actually get opponents (or yourself) stuck in them.

Does this sound familiar at all? Sounds almost like a cooler version of spy vs. spy.

EDIT: He spoke of rather good graphics, so I guess the 8-bit stuff is out! He also just added that characters were drawn and cartoonish, but looked more "human" than Metal Slug-stye characters!
