How do I create a empty minecraft world?

Me and my friends want to create an adventure map, so, I would want to have a empty Minecraft Bukkit Server Map to start with, so there will be nothing other than the things I want to put into the map.

How do I do this?

With bukkit there are plugins that change the world generation to make the world flat, for example:
