What game had you flying over a city as an angel?

There was a game that I played long time ago, where I controlled an angel, and I had to take care of the city. I kept flying over the villagers, helping them (or not), just like a simulation to make your city grows.

I controlled it with a third person camera like a RTS game.

I think it's for Super Nintendo or Mega Drive, I don't know for sure.

And I think also it starts with A or D, and it has first and second game of this title.
