A long time ago -- maybe -97 -- I had a CD called something like "101 games for Windows 95" or "101 best Windows 95 games" (or Win98). It a game, which I was too young to understand the point or rules of, but really want to play again. The bullet points are in descending order of certainty.
- when units died, they left cute little crosses, maybe only for one turn. (depicted)
- when you got too many units, I think they started to die from starvation.
- there were little grey towers, and I think they spawned the units. (depicted)
- small maps, so no scrolling was needed.
- turn-based
- hexagonal grid
- opponents that followed the same rules
- top-down graphics
- blue background
Please note that I could be wrong about something, except for the little crosses.

This is a shot in the dark, but you might be talking about Sean O'Connor's Slay.
You earn money from the size of the territory you own; each unit has a cost to maintain. When the cost exceeds your remaining income, units die and tun into crosses. The towers are actually defensive units; the little huts "produce" units, but other than that, it seems to be very much like what you describe.
I've played Slay on many platforms: PC, Palm, iPhone ... some of the reviews on his site date to 1995, so it's almost certain it was available for Win 95.
