What do people mean when they say "Craftable Hat"

Question

When someone says "Trading x for a craftable hat" (generally comes in the form of "Trading one refined per craftable hat), what exactly is it that they mean?

Answer

Exactly what it says: a craftable hat. A hat that can be obtained through crafting, either with a recipe or randomly (with 3 refined metals (!) or 2 other hats).
