Trying to remember an old strategy game.

Question

I've been trying to find this for some time so thought I would try my luck here.

I can't remember much (which sucks) but this is what I can remember

The starting into "movie" as a stealth bomber which nuked the place. There was also some parts about the people who survived underground, and there was a shot in the movie of a drain in the street.

It was a strategy game, and I think one of the best items in the game was a mini-gun on a pick-up truck (this is a guess at what I can remember).

It was for PC about 10+ years ago at a guess.
