Question
I was recently gifted $10 worth of RP (1380) and as a new player, I don't have a clue what would be the best way to spend it.
I'm a pretty casual player, typically play maybe 8 hours a week, and often with some friends. Currently enjoying Jax and Ashe as champions.
What should I focus on buying first as a newer LoL player?

Unfortunately, you can't buy much with 10$ worth of RP, so here would be my advice.
1 - Use it
Don't just keep the RP always thinking "there must be a better way to use it". It's useless ! You just end up never using it.
2 - Rather buy new heros
As a new player, you'll be wanting to maybe buy skins because they look cool (and its true), but you'll often end up not playing the hero that much (You don't really know who you want to play when you're new). So better use it to buy new heros, you always lack of IP to buy them and its always better to have a large choice.
Just as an example : I have bought 3 skins, I end up nearly never playing with them as I'd rather now play a bit with all the 30 heros I have (and since, my main heros also have changed).
3 - Try waiting for RP reduction events
Every now and then, a few heros and / or skins get a temporary RP reduction. Make use of these events to buy the hero (or skin if you really want it).
